Well you press R1 and X at the same time to jump higher. It will take a couple trys but you can do it

Double jump (X X) and in the air move towrds it and if you get them all then you get a power cell

You need to jump on top of the precursor blockers with a double jump. If you can shut down all fifteen or so, you get a Power Cell.
