If you mean the white suit agent 47 wore at his funeral, you can only wear that in one level, the alternate ending. To get the alternate ending, you must complete the last level and when it shows you and the credits, spin around the analog and he'll wake up... But you can't unlock an outfit to first wear in all the other levels. There are other cool white suits in the Dance With the Devil level though.
There is no way to where the 'true' white suit in the PS2 game, excluding during the mission 'Requim'.
To do that mission, you need to rapidly move the left and right joysticks during the end credits. Eventually, 47 will stand up, and you'll take control of him. To beat the mission, you need to kill every person that is at the funeral.
