Because... You haven't make your cow pregnant.
"I bought a marble cow, but I can't make it pregnant, Why?"
Because... It needs 18 days to be a mature cow, after that, do a miracle potion, it needs 15 days, and after that, you have a calf.
After you have a calf, it needs 3 days to you to give it (calf) a mother milk. And finally, your marble cow (or the other cow) will produce milk normaly...
I think, it needs one year (game time) to make brand new cow produce milk.
