You must be in at least the second chapter, and you have to have grown a certain amount of crops. I'm not sure the amount exactly, but just keep growing crops. Talk to Takakura every once in a while and he will eventually bring it up. He'll say something like "I can clear those trees in the corner of your farm". When he says that, go to the order form and you should be able to order the expansion.
