Well you marry her at the end of chapter one.
And chapter two you are already married to her.
But don't fret when the marriage doesn't come the last day of the year.
Because if I'm not mistaken they don't show it.
They just have a bunch of cut scenes.
Check her diary.
If her hurts are all the way up feel free to give her the blue feather
Anytime. just don't expect a marriage soon.

You must get married to her in chapter one. Chapter two is the first year that you are married.
If she has four red hearts in her journal, then propose to her at anytime in the first chapter.
As for not showing her tools...that doesn't matter.
