Im pretty sure you get tartan from takakura once he comes back from his deliveries if you follow him in I'm pretty sure you will see a two headed plant but you need to be in the second chapter and I'm not quite sure which other requirments you need for it. You may need the larger feild. As for the turtle I think you have to befriend cody in the first year.

Ok stracth that last bit. Iv'e found out that you don't need to get a big feild for tartan. Instead I got Tartan in chatper 2 (year 2) in winter. Go into takakura's house from 5pm-10pm be sure to get to him before 10 because thats when he goes to sleep.To get the turtle>> you have to befriend cody ( the Artsit)you have to go to the swamp when the turtle is there. Cody will eventually walk to the swamp. When he does start fishing, and event will come up where you start drowning because you got pulled in. Cody will jump in and save you. He will then give you the turtle. Hope I helped =P
