Well, try shooting the bombs when they are closer to him. Or, you could try shooting Macgruder in the back with a shotgun. I forgot how you are supposed to hit him with the bombs to kill him, but you could try blowing them up in his face if you are quick enough to shoot them. Also, watch out for that shotgun, it is very deadly. If he shoots you once, you will lose a lot of health. So keep moving. If you need more help, try looking in a walkthrough, or you could try looking at a Youtube video. Hope this helps.
