No. Once you put in a cheat that has a permanent effect on your game save cannot be reversed no matter what you do.
You can bring up your Criminal Rating (CR) points if you happened to use a cheat that drops your CR pts, for instance spawning cars. Just cause mayhem in the streets and your CR should go back up after saving or visiting the Pay-n-Spray.
Other than that, some of the cheats that can't be reversed are peds riot and peds attack you.
It is possible all you have to do is type the cheat again then your done. sayt like, that like I used the faster game clock cheat, then it was 8pm then I had to type it again...

Yes, depending on what cheat you use. Most of them you just type in the cheat again.
You have to re-enter the cheat, but it doesnt work on all cheats.
