First, before you start the mission, make sure you have a first-person aim weapon with lots of ammo (not including sniper rifles). You could pick up some ammo at the closest ammu-nation or get pickups from the vercetti estate. After getting the weapons and ammo, drive to the biker bar but don't accept the mission yet. Drive past to the nearby firestation. There would be a police car parked across the street from it. Parallel-park your old car directly behind it. When you come back after completing the mission, your car would still be waiting for you. Steal the police car, but make sure that there are no cops around, because you don't want to start getting wanted levels before you start the mission. Drive the police car back to the bar and park it on the street right by the bar. Don't park it on the sidewalk, because then it would disappear after you come back. Walk into the pink light and watch the cutscene with mitch baker. After you come out again, hop into the police car and quickly drive it around the corner to the stairs leading up to skumole shack. Park the car so that it is perpendicular to the stairs. Get out of the car and climb up the stairs. After you get to the top, select the first-person aim weapon and fire away at the police car. The police car would blow up quickly before your chaos meter is full. However, if you keep shooting at the charred remains of the car, your meter would still fill up. Then you would have passed the mission. The total time it takes for the meter to fill up entirely is about 30-45 seconds. After you pass the mission, you would likely have a wanted level, so wait in the skumole shack until it goes away. Then, you can return to your old car, which would still be parked across the street from the firestation. Finally, save your game! :]
