I think there is no cheat is for GTA san andreas only but there is a cheat to lower your wanted level, the cheat is R1,R1,0,R2,up,down,up,down,up,down.

But DONT SAVE THE GAME WITHIT ON!
It will stay permenent. And thre isnt any need for this just out run 'em thats why there is the little stars to lower the wanted lv. Or go to pay and spray.
