Yes, enter the rhino (tank) cheat circle(6 times) R1 L2 L1 triangle circle triangle, this works because the last button is triangle so when the tank spawns CJ will try to enter the tank but because your in mid air he will just fall off his jet pack.

There is, however the easiest and quickest way to finish the mission is to use the jetpack.

No. That's the challenge of the mission. It all has to be done while wearing the jetpack. It's really not that hard if you get up high enough. They can't shoot you, but you can shoot them.
