Cheat device or out the unlimted oygen cheat and infinite health and dive in the water for a long time! Eventualy your health bar will go up! Runnig is a good way to. And it increases your stamina aswell.

Complete the Ambulance Missions, and you will get full health for ever.
Also complete the Police Missions to have more armour than usual.

Ambulance missions.
Your health bar will increase by 50%.
Also, there isnrt really a specicic way.
Try not to die too much, as that decreases your health bar.
Uprade your stamina and your max health bar will increase, but for now, use the infinate health cheat.
