Just click that link. That's a link to our unofficial guide to San Andreas. If you scroll down a bit, you should see the Robbing Uncle Sam title. Once you locate it, just follow the step by step instructions to complete the mission. Good luck.

You need find the black van to start robbery missions one of those vans is between some buildings in LS close to the gym. Just press right analog stick to start mission!
