Thats a hard one but I found one near zero's shop on the 2nd island and near the beach on the first island but I found if you drive in a posh car it encourages other posh cars to come out hope I helped

I found one in San Firreo close to katies house.

I also found one in Las Venturis near The four Dragons casino.

Well I found one near doherty. And also when I used the fast car cheat. And in las venturas. But the place where ones almost always there is next to the hospital in paradiso. Peace
