There isn't a code to make CJ fly. You can make cars fly, but not CJ.
However you could use the super jump, which is almost like flying. Try finding it in the cheat section for the game on this website.

The cheat for CJ flys go ne'er a plane and press r2 r1 l2 l1 x o triangle square it works CJ scans the plane the go on top of a high building and hid x and you will fly remember god x or elce die

CJ can't fly on the Playstation he only flies on PC version so if you want you're answer , there you go. Im tryin just as hard to find one but I found out it's only on PC , sorry to disappoint

You can't make CJ fly unless you spawn a stunt plane then you go as high as ever then you exit the plane to fly haha
