Where can you modify a car or buy a lowrider and modify that with paint etc?

Every city has a garage to modify cars, but to modify lowriders you have to go to LS, the garage it close to CJs house, check the map. Hope this helps.

During the first mission for ceaser vialpando, you go to the lowrider mod garag in Los Santos, low riders can onlty be modded here.
When you do this mission, you also unlock the mod garage for normal cars.
And during the garage missions in San Fierro, you unlock a street racing garage which you can get real nice body kits and vinyls for certain cars.

You can go to san fierro and go to the docks and theres a chalk board and go to it and press triangle and the cars will come up!

You can modify yor car by going to the garage in LS and you can get hydroilics and it will go up,down,side to side.hope you can use it

You can buy a car in san feirro after you complete a mission that lets you import cars and speaking of that does anybody know what a euros is because I need that to complete this part of importing.
