To recruit your gang members press and hold R1 and if the targeting icon comes up on the gang member press up on the D-Pad and there you go recruitment!!!!!!

To recruit your gang members press and hold R1 and if the targeting icon comes up on the gang member press up on the D-Pad and there you go recruitment. I hope that that will help you happy gaming!!!

Adding to what the others have said:
You can only recruit a certain amount of gang members, depending on what respedct you have, if it's max, you can have up to 8 members in your gand, so about 4/5 if it's half way.

Pres R1 to target your hood gang members, then press control-pad-UP to make them join the gang.

Press Up on the Controller Pad while locked on a Grove Street Member to recruit them. Have a four man car like a Taxi to hold you, and three other members. To hold five through seven members, get a Coach, which is a bus.

I used to grow up a block away from Grove Street. In Irvington, East Orange and Newark New Jersey. I wish the streets had signs but that takes away from exploring.

You could also use one of those army trucks found in the base located at the top of the map

Recruit normal pedestrians into your gang. If they don't normally have a weapon, they'll carry a 9mm.

To recruit anyone and they automatically get a rocket launcher - R2 R2 R2 X L2 L1 R2 L1 D X

Hold R1 until the Icon comes up then you must press up on the dpad and willa, recruitment completed
