You need to unlock Staunton Island to get 5 stars because that's where that big police station is and to get 6 stars you need to unlock Shoreside Vale. Hope this helps.

First get 4 stars and then put the cheat code to increase wanted levela nd you will get 6 stars.

You can only get 4 cops on the first island, so unlock staunton island to get 5, then shorside vale to get 6.

Once you start the game you can only get 4 stars and once yoiu unlock the 2nd island you can get up to 5 stars and then once you unlock the 3rd and final island you can get 6 stars
