Get in the Barrocks OL in the Army base on the second Island. Drive around and loads of other Barrocks OL and Flatbeds will appear. If you don't know what it looks like, It's a Barrocks OL with no caging on the trailer.

Flatbed's are large green trucks that look like Jeeps. They are very long and can be found almost anywhere but I would suggest you go to look for it in Yakuza Teritorry on Staunton Island. They always generate there. What I also love to do is get on top of the Flatbed into the back and shoot the truck so that it speeds off with you sitting in the back. Its awesome because you cant't fall off. There's a railing that protects you from falling. Good luck!
