Send munchie through the hole in Jessica's house, then make him run up the broom and take the letter. Give it to Bangerz and Mash who are outside her door. Go to the Eastern tower and theyll open it.
Do you mean the tower near Alexandria. Get the note by Munchie and give I to Bangerz. He will open the door for you. You have to take him there.
