I think you can get one in a inn somewhere. But I think the Roosters w/ swords drop them when defeated.
You can find one in the inn in Baccarat in a room behind the stage where the bunnies dance. It"s just in a wardrobe
You can find one in Trodain thrid floor. Once up the stairs go to your left and down the hall. It will be in a small brown door. Open it and there will be a piano go through the next door and there will be 3 dressers. The garter is in the dresser farthest from you.
