It takes a few trys, but just keep trying until you don't hit anything running. It's possible, just hard. Hope this helps.

It helps if you've gotten Fabio out of the way at Palm Brinks lake by catching a 61cm+ Nonky and adding him to your Party, and you walk up to Sheriff Blinkhorn.
Also, try walking up to Sheriff Blinkhorn, but move the camera angle until you can see up the street in the direction you want to run BEFORE talking to him. That way you don't have to correct the camera angle while you run (wasting precious seconds).
