Ok this is a little tricky. You have to remember to set it up according to the "Pole Guardian" tradition. What that means, basically, is that there is a big totem pole for every 3 houses.

The easiest way I have found is this. First (since she wants to be there anyway) but the Chief's house in front of the entrance to the temple. Then (yes this is a bit time-consuming), keep placing totems one at a time in front of it until the request bar goes up. Just keep going along that path and you will have Muska Racka up and running.
