I don't know if you have already figured out how to get there or not...but I will do my best to explain it in case you havent. When you walk into the door jump down in the hole and find the money bag worth $400.00 I think then jump back up and walk over to the next ledge and jump up on it..then turn around and double jump accross then use your whip to catch the railing. Then walk over to the wall that connects the corner, and double jump up and across to the next platform. You may need to use your whip on that one too...go through that door...and collect your max up or armor...i forget which one..DO NOT GO THROUGH THE SKULL THING YET!. It takes you to another floor and it will take you forever to get back. Then exit that door... And stand next to the railing and double jump across to the platform, (you may need to try it a few times to find the platform) then the camera should turn so you can see the next level, then collect your stuff and walk the distance to the corner wall where the railing stops and double jump up to the next platform (u may also need to use your whip here too) then turn around and double jump up to the next one (possibly another whip one) then you should see a door that looks just like the boss doors except it's green...thats where you'll find the ice elemental.
