You have to go above the central building and just kill every bad guy you can see as fast as you can (it may take a few tries) then you have to blow up all the missiles before they hit the ground. Once the gate to the building opens up (it will be on your radar) you have to go inside and take out the machine. It only takes about three hits. Once you do that, the level is over.
