I have two questions.
1. Where can I find the knight plug?
2. What is the wheel used for after it falls out of the painting?

You must put the wheel up in the 3rd floor off the station.

Use the crank to bring the stairs down in the room then put the wheel in the mechanism.

A door will open and the night plug is their.

Please ask me any questions as I am a master of this game and all the other resident evil games!!!

The wheel is used in the 3rd level at the Police Station.

I had the same problem. You probably don't have the crank do you? To get that go to the originally locked door of the hallway where you first encountered the licker. Move the tray thing to the end where there is a cabinet. Climb on the tray and there is the crank. Now go to the third floor and use the crank on the square hole. Climb up the ramp and use the gear. Voila you have the knight plug. Slide down the shoot, and enjoy the horrible death of Ben. Hope I could help!
