Can someone please tell me exactly where the bird eye lagoon ,

Never heard of "bird eye lagoon", but Chocobo Lagoon is southeast of Daguerro, south-southeast of the Wind Shrine, and west of Lindblum Harbor.

This is the name of the chocograph, right? To get the treasure you will at least need the light blue chocobo. Between Lindblum and Qu's marsh there are some chocobotracks. Call a chocobo there and head to the sea. Just follow the shallow parts, it's a bit of a winding trail and go around the island. Change the camera angle a bit and then you should recognize the picture on the chocograph.
