Get a propsty rate of 45 then go to drill tunnle 3rd floor you will see that dromgemon will finsh drilling there will a box with a random item inside then go on you will see something with leomon's head on a stone go to it press x you will get leomon's tablit bring it to him and he will join the city hope I helped

Leomon is looking for his ancestors' sacred tablet, which can be found in the Drill Tunnel...
In the Drill Tunnel level 3, you should have a Drimogemon that is always digging, right?
Ok, when you city reach a prosperity rating is above 45, visit the Drimogemon, he will find a cave, and what you are looking for is inside.
