First of all, you have to be more specific towards the question. Do you want to know how to get Numemon as your Digimon Partner or Do you want to get Numemon to join File City?

1) To get Numemon as your Digimon Partner, get any Digimon and do absoluteley nothing to rasie his stats. Don't fight and make some care mistakes and especially let him poop on the floor once or twice.

2) To get Numemon to the City, first get to Factorial Town. You need to get Whamon first. To get Whamon: infiltrate Ogremon's base located on the South West of Great Canyon Bottom Area. Then go to Freezeland towards where the Mojyamon are located and go to Whamon where he takes you to fight Ogremon once again. After that, Whamon joins the City. Now get him to take you to Factorial Town. To get Numemon, defeat Giromon and get Andromon to repair the sewage system and to join they city.

Also get Giromon to join the city. Now go to the Sewers on the North of Factorial Towns Main Screen (Near Andromon's base). Defeat him, he has 200 HP. He joins the city and opens the Secret Item Shop underneath the Item Shop.
