If your sim has the kleptomaniac trait, in the night time, when there are no other sims around, if you left click anywhere on a residential or public lot (not on a particular item) the option "Swipe Something" is available, as long as an object is around. If you want to steal a specific object, left click near it and the sim may take it. If there are a lot of objects around the sim then it may not take the specific object you want. And you can only swipe 3 things in one night.

This happened to me aswell, make sure you haven't tried clicking on the floor during the day, because it doesn't work. The for example visit the Alvi's house in Sunset Valley and click on the floor at like 10PM or something, then click : 'Swipe something'. Do it outside because I think it only works there...also make sure you're sim is a Kleptomaniac otherwise they won't do it.
