Yes, as many times as you want. An expansion pack is not a one time only, it's the same as using the ORIGINAL "Sims 3" game or any other game/disc.

Expansion Pack codes and the Base Game code can be used to install the game as many times on as many computers as you want. The only thing is is you get a used version of an Expansion Pack or Base Game and the code has already been used you don't have to worry about installing it (that'll work perfectly fine), but you cannot register it ONLINE.
The Sims 3 itself is an offline game with online perks and you can only use a code once to get these perks, so if you do want the perks that come with the Base Game or Expansion Packs get a new one, if you're okay with just an installation then get a second hand one.
Using the code once or twice depends all on what you want to come with it.
