Probably because it's a member's item. It will only work by being a member.

Ya I agree I had a membership for like 3 month's and after that I could't use any of my member stuff

Cause when a member item is looked at on a free world it becomes a Members Object/item and loses all stats and any effects (but I think has a certain weight)
You can't High alch (or low), or sell, or use a member object in any way. The only way to get rid of them when you lose membership is clear a space in the bank or to simply drop them. Or sell before you lose membership would be a better go.

The reason for that is because if your a non member in a non member pvp world, would you like to have a member come with full dragon and a godsword and kill you? So basically it is just to keep the balence between the non member worlds, and the member worlds.
