1.The snow globe is an easter event item and easter items are only in the christmas only and only once and then you won't get it again so for example the skeleton armor and pumpikin mask can't be got again because they were in the christmas before this one in 2006.
2.To runecraft you must have a talisman or a tiara with the type of the rune you want to rune craft like air tiara for example and to make the air tiara you have to get the air talisman and a normal tiara and go to the mysterious ruins of air and rune craft them at the altar.

The snowglobe is last years Christmas Event item, you cannot get it. And no it will not be released this year, a new item would be with a new event.
And to runecrafte you need to first do Rune Mysteries quest given to you by the Duke in Lumbridge castle, once you have done that you need rune essence and a tiara of the type you want to make (air runes you need air tiara/talisman(tally) water, water) you also need the level, use the locate feature on the talisman to find the shrine and use the talisman on the circle rock to be teleported to the shrine once there you can make runes. If you need more info make a new thread in Runescape2 forums, or find the thread "Massive Guide" within there and there is a guide.

Ok the snow globe was a holiday item it wont come back again and you rune craft by doing the rune mysteries quest then getting essense and going to a rock in some places like just south of faladore go in to it and click on the rock then gonk and repeat back to ba

If you didn't do the most recent christmas event then you can't get the snow globe. But if you did and you lost it then you can get a new one from Diango in draynor village.To runecraft you must have a tiara or a talisman. The only place I know is near Falador to craft Air runes. You must also have done the rune mysteries quest. To craft the runes you go to the wizards tower or the rune shop in varrock in go teleport (only if you have done rune mysteries). Then you will teleport to the rune islands (I think). Here you will need to mine rune essence. Then go to Falador (The end where the mining guild is) and exit through the gates. Then follow the path and then turn (im not sure which way but not the way to draynor village) and you will see this large rock cracked in half. If you have a talisman the select use and then use it on the rock. If you have a tiara then you can just click on the rock and you're there. Then you are in the mysterious ruins.
