Question for Roller Coaster Tycoon

Does anyone know what construction rights does.

I have bought construction rights everywhere but I don't know what to do.

I can't seem to build rides on it.

Construction Rights alllow you to construct rollercoasters outside of your park. NOTE!!! It MUST be underground or up in the sky.

It gives you the right to have your ride be touching there land, but it must be under the ground or in the air... there is a level where you must connect to parks, but there is a big highway in the middle.
