Honestly, I'm pretty sure it's upstairs in the first house/hotel room you get. The one you start the game with, near the ocean. Somewhere upstairs, check around in the room and in the closet thing.

In a normal (I.e.: not modded) game, you can only get the camera during the mission "Martha's Mugshot", which will be taken away if you complete or fail the mission.
U can get that probably after the mission,'Marta's mugshot', the mission in which you take pictures of candy suxxx with a guy named Alex shrub I guess and you get a 5 star wanted level, so complete that mission and you might get it, if you just started the story then that mission is really far away, almost at the end I guess, or maybe there are other ways to get the camera.
