You'll need to download a mod for the game, seeing as animals were never really added to this game. Just go to Google and search "Animals San Andreas". The download location, if any, should be within the first few links.
I would link you to it myself, but mods have a bad habit of messing things up, and SuperCheats would rather not be held responsible if anything were to happen to your game.
