Easy. All you have to do is find a prostitute. They're generally found around Grove Street, wearing a red top with black bottoms. If you have a 4 door car, and drive along side them for 30 seconds, they'll come to your car and ask you if you want a good time. Just hit the Y key to accept and they'll climb in.
