Before you start up the climb to Mount Chiliad, you will see a house with a sanchaz in front of it. At certain times of the day you will find the Mesa parked there. This should help you.

The Mesa can be imported at the Easter Basin docks in San Fierro if the driving school has been completed and a Mesa already delivered for export.
If the Mesa is still wanted for export (hasn't been delivered), one will be parked at the base of Mount Chiliad near Angel Pine. It will not be there all the time, but any number of them can be taken to a save garage from this location.
A Mesa will eventually spawn in traffic in Los Santos beach areas (Verdant Bluffs, Verona Beach, Santa Monica). It may take one or two game days of driving back and forth there. Switching cars may be needed.
