Hydraulics. You'll need to get some put in, then go to the train station near Grove Street. Guy should be standing outside. Just talk to him and if you have a good car with hydraulics, a car dance competition should start.

to make a car dance use right side keypad for direction and if it is a laptop than add a keyboard of usb port.if now it is not working than delete the game......

It will apear on the map as a red wrench /go to it!
And then you have it and also 2 on the top of the keyboard bounces all wheels
