If I pick snivy can I go face the water type gym leader

It all depends on the starter you choose. Whatever starter you choose, you'll have to face the type you're weak against. However, there's a person in the Dreamyard who gives you a Pokemon that is strong against the type your starter is weak against, which can really help in the gym battle and when you fight your rival Cheren.
