The only realistic way to get 999 of every item is by a Cheat/Code (Action Replay). You could try your best to buy and trade for 999 of every item, but it would take a very long time to do so.

The only legitimate way to get 999 of every item is to buy and trade for them. Keep in mind that Key Items, TMs, and HMs cannot be traded and you can only every have one of each (they all have infinite uses, so it doesn't matter).

You can't get 999 everything without cheats, but you could try getting 999 of most poke balls with money.
