You cannot go to the Sinnoh Region in Pokemon Black or Pokemon White. You can only explore the Unova Region in Pokemon Black and Pokemon White.
You cannot ride a Cargo Plane.

You must play Diamond, Pearl, or Platinum version.
So many people assume that just because every game has "Pokemon" in the name, they are the same and interchangable. It's like assuming New Mexico and New Hampshire are the same because they both have "New" in their names.

You can go to the sinnoh region after you get all the Pokemon and beat every trainer by riding a cargo plane

In Pokemon white, you can not travel to other regions. You can only catch Sinnoh region Pokemon in the game. You can catch them via outbreaks or trade.

To go to the sinnoh region in Pokemon black/white you first need to beat elite four, then find all the sages around unova region ( doesnt take very long) then go to undella town. When you get there you go to the house closet to the Pokemon center and inside you will find cynthia :D, battle her a lot and she then takes you there with her.
