Tornadus cannot be found in Pokemon White. It can only be found in Pokemon Black.
Tornadus can be obtained in Pokemon White by Trade.

You don't need to find Thunderous first, you can go ahead and trade as soon as you gain the ability to.
If you mean where you can catch one, the answer is in a Black version.
