If the team is legitimate, 3/10. Three flying types and two dragon types makes your team horribly unbalanced. Your Samurott's move pool is awful, I cannot express this clear enough. Swanna's move pool is only slightly better. Lugia doesn't need two flying moves.

If the team was hacked to any extent, I would rate it a 1/10. You could have hacked so much better.

Lugia's moveset is decent, although you might not want Fly.
Salamance's is solid as well, it just needs a Flying move.
For Regigigas, get rid of Hyper Beam. It is pointless and if you really wanted a move that wastes a turn you should go for Giga Impact.
Samurott's moveset has some changing up to do. Surf is the only one that should stay, I don't know why you would give it HM moves.
Fissure is a bad move, should be replaced for Landorus.
Zekrom simply can't have any HM moves. Get rid of it straight away.
That's seven Pokemon, by the way.
There is no need for three Flying moves for Swanna.

Salamences moveset lugias and regigas are great your samoruts moveset is bad so 6/10

I would give it a 2/10 for starters ice and rock would take out 5/6 of your Pokemon samorot isnt that great if you tried to take this team online you can't cause half of them are banned for being op if you plan to just repeatdly beat the elite four a team
Of lv 100 ratatas would sufice so it is bad throw in some more varaity in both move and Pokemon types
