Eevee can be obtained by Trade or PokeTransfer.

1. Go to castelia city
2. Go the royal unova (evening only)
3. Battle trainers
4. One will have a eevee
5. Trade online or with friend

When you use the Royal Unova method, you have to complete the main story-line.

To obtain Eevee:
- Receive it through PokeTransfer (you will need to have beaten the Pokemon League and already have caught Zekrom/Reshiram) from Diamond, Pearl, Platinum, Heart Gold, or Soul Silver.

Now, because no one else has mentioned it so far, it's not a problem if your Eevee has already evolved. You may breed more Eevee's through the Daycare Center by placing your Eevee in the Daycare with a Ditto (Dittos may be caught in the Giant Chasm). Revisit the Daycare often and speak to the man outside, an egg will soon be found. Then all you have to do it hatch it.
