You can't buy Master Balls.
However, Juniper will give you one after you defeat Iris as you set off for Route 10, and another is available at the Castelia City Pok�mon Centre from the man in a black suit after trading 50 times.

You can not buy them but you can use a cheat code for 900 master balls,get one after beating the last gym from professor juniper or by tradeing 50 times then going to see the man in the black suit in the castelia city Pokemon center.
