Well, it was an Event for HeartGold and SoulSilver. So, the only way to obtain one on White would be by Trade.

I'm fairly certain that you can't get the notch eared Pichu on any game other than HG or SS. That Pichu cannot be traded between generation 4 games. If I'm remember correctly, there is no data in Black/White for this Pichu.
Try using the relocator, if that doesn't work then you have your answer.

You actually cannot transfer the spiky-eared Pichu to Pok�mon White, and Pok�mon White has no data for it itself.
