You can't, because that Pokemon isn't in Pokemon White. The only place you can catch it is in Pokemon Black. For that reason, if you want one in your Pokemon White game, you'll need to either obtain a copy of Black, or find someone with a copy of Black, and trade it over from the Black game.

Sorry...but you must trade to get it what I would do is go to a GTS trade thats how I got mine in Pokemon white.
