You need a Prism Scale. Give one to Feebas and trade it. You can find one on Route 13 or get one from someone in the Undella City Pokemon Center.

No pokemon center gives you a feebas,I have checked them all.And feebas is found on route 1 when fishing in the black holes that indicate rare pokemon,you can find them,but you you have to be patience,but feebas does evovle through trade when holding a prism scale,if you don't have one,a guy in the unova region gives you one,but I forget where that guy is.Guest answered:
Go to the abundant shrine. Make shure to have thundurus and tornadus when you are there go to the shrine at the very end of the place. There will be a shrine. Thundurus and tornadus will be shaking in there pokeballs becuase landorus punished them for causing thunder and windstorms landorus will come out. Tip: you should catch landorus because he is a legendary pokemon. Also use a quickball at the very start. It will increase your chances of catching it.
