As in on the first part of the game? You'll need to go to the Dreamyard to the right of the city. The Dream Mist is in there, but you'll have to go through a Team Plasma battle to get it.

If you are looking for a dream mist for any reason other than to give to Fennel at the beginning of the game, your search is futile. You cannot obtain a dream mist by any means (except at the beginning of the game).
